Phantasy Star Generations II (quest item question, spoiler)

Well now that Phantasy Star Generations II has been released, and English, I started playing it recently. It's a superb translation; it really is a marvelous job for a fan translation.

I'm having a bit of trouble in the game quest items, most notably would be the [Spoiler]"strength potion" that you are supposed to get from a guy in Piata.[/Spoiler]

From what I read online, you first are supposed to obtain [Spoiler]a "golden stone" from a [/Spoiler]Dezorian on Dezo in Aukuba. I spoke with everybody on the planet in every town, and yet I still don't receive this item to take this man.

From what I gather, the strength potion really increases your parties attack power, and I really need it. I am at the end of the game, with Eusis at level 80, the rest of the party in or around the levels of 55, with all of the best items you can buy or find any dungeon, and yet the enemies on Noah can still do some decent damage to me. I'm really tempted to say this game is harder than the original on Sega Genesis. Of course its strong for a party, but if they can be stronger, why not then?

Has anyone else play this game and ran into this issue or have a remedy for the issue?
I really want the strength potion. Thanks.

Edit:

Did you talk to NPC Lot in Piata before going to Uzo Island and AMeDAS, Lot will tell you something about his friend and mentioned that he will not give you the enhancer. Also speak to Janis twice to learn about Professor Ken Miller who created the Enhancer

After going to Dezolis , you have to talk to a Dezolian in Akuba (one of the houses), then you will get the golden stone, after which come back to Piata and talk to Lot to get the enhancer.

**Please note that this is a time triggered event as Lot and Janis changes their dialogue after AMEDAs and before you go to Dezolis on the space shuttle.

I missed the Lot / Janis conversations apparently. If you miss these conversations as chi89333 indicated you are SOL.

I hacked the in-game memory with this (while playing with PSX2 emulator 1.4.0) :

Lot (in Piata) is a jerk about it if you missed his conversations, he says something like I feel you want to give something to me....

Janis (in Piata) no longer says much. And the Dezoiran for whatever reason wont give you the golden stone.

With this hack I didnt have to rehash this ridiculously difficult game and now I have (!)Enhancer.

For reference, here is all the item codes. Be extremely careful while editing it is easy to screw up the game. Also items that are marked (!) in game are potential sequence breakers so only hack those when something like the golden stone happens. It is possible some of the equip-able items like the Nei items or late game chests/containers could cause sequence breaks, as well as the Dam Cards.
