Typically names like "New (insert placename)" are given by people who settle to a new land in memory of their land of origins rather than because it's especially similar to another place. So New York isn't just like York, it's just that it was given to the Duke of York. So as far in-game history goes, we can imagine that people originally from Motavia were now on Palma (maybe they got stuck when space travel was banned?), then had to flee in the Alisa III and ended up calling their area "New Mota".
