Why isn't DF1 weak to Factor 7?

While biological in nature, DF1 uses attacks (Phononmasr, Burstroc, Flare Shot) that are used exclusively by machines. He also resists Factor 1, another trait shared with machines. Based on the fact that he has seemingly merged with the machinery on Kuran, it would stand to reason that Tandle would really hurt. But it doesn't. The multiplier for F7 is the standard 2. Was this an oversight? Did the devs think it would make the battle too easy? The damage multiplier for Factor 6 (Tsu, Githu, Nathu, Rayblade, attack with Psycho Wand) is 4, which is shared with only a few other enemies (D-Elm-Lars, Gi-Le-Farg, Specter, and Phantom).

Probably because they didn't really intend for him to be a robot.

Though I'm not sure why robots are immune to electricity. Wouldn't it make more sense for them to be weak to water?
