I think it's a good move to go from Snake to a different character.
For me at least, Metal Gear Solid is all about the world and fighting a gigantic behemot that fires a variety of weapons at you, not just Snake himself.
Raiden was an interesting character, and I thought from the start of MGS4 that given Snake's condition, he'd end up continuing with his work. The way I see it, it's like the classic Gundam continuity: The greatest Gundam pilot was Amuro Ray, but there was place for Kamille and even Judau.
In the MGS series, there is Snake, but there is also Big Boss and well, although a less popular choice among the hardcore fans, there's Raiden too.
Letting Snake die in peace was for me the best Kojima could have done with the character. It marks an end, making the character more credible instead of keeping him alive no matter what like US comics do with superhero properties.
As for Peace Walker, well, Kojima did say there was pressure from Konami to make more MGS, so maybe that was his answer.
