I do recall the petition for bringing PSO Ver.2 to Europe worked, though.

However, I am most certain that we will see a Phantasy Star V in the future. There is no question about it. Pretty much all teasers/trailers for games after IV have had some type of "can this be Phantasy Star V?" or something stupid like that to get the fans all excited. And im sure as well that once it will get released, it will be nothing like the classics and be more influenced by the next gen once like PSO/PSU.
But yes, if Rieko Kodama would be involved, that would be nuts!
Some advice for you to get more likes for your campaign would be to use Facebook's new feature where you can post on other fan pages as your page. So just switch and go to all other Phantasy Star/RPG/Classic gaming type of fan pages and post a like to it. If you want to take it to a higher level (mini-spamming), then go and snatch all the Facebook user ID's of all those fan pages and mass send out messages to all of them and that will secure that they will see it and give you at least a 30% conversion rate, especially on the PS related once. You can also create a FB account and add as many them as a friend and then use the "Suggest to Friends" link on your page and send them an invitation. You will need to make the fake account an admin though before you can do this.
A few things to consider is Facebook's captcha issue and the banning. After a few messages you will start to get a captcha. You can bypass it by verifying your account. After a while however, you will still get them, but then you will get a message stating that you are abusing their system so slow the heck down then, as otherwise your account will be banned and then its over, all those messages will be hidden and wasted. To avoid being banned, you should change the message slightly on each one and also have a good delay between each post. Then you got options like commenting on other users gaming related posts and so on.... and lets not forget twitter, youtube, and all other viral social media assets.
So in conclusion, after doing all of this, which is weeks/months of work, you will end up with hmmmmm... a few hundred fans at most, and completely undiscovered by Sega. But if you would get it to... lets say 2+ million fans, which is not impossible, and after that some great coverage on online gaming blogs, magazines (as they like these type of campaigns when it goes big) and so on and finally reach the Japanese market and convince them.... it will definitly bring some good interest.
Good luck
PS. Make sure that when you switch to fan page mode, "like" PS Cave's fan page and your page will like ours
