Getting your characters in PS2 what is based off of?

I'm replaying though the rest of the series and I just finished PS1 last night and started on PS2, got Rudo and started leveling him, anyway a thought occured to me, I never figured out how the characters join you, basicly what I mean is, is it by playtime in game? (2 hours to get Rudo or something) or is it based on events (getting to the second town?) Did anyone figure it out?

No, in order for a new character to join your party you have to visit a new city. After you visit Arima Rudo will join you, when you visit Oputa Amy will join, and so forth.

The exception to the rule is Hugh- you get him after you give the Commander the Recorder.

Actually, it's the moment after you visit the biosystems for the first time. I've gone through there with him.

After you enter in a new city (or Biosystem Lab) teleport right back to home, so you'll hear someone knocking at your door...

I didn't like doing it really, I liked gaining characters, you meet them on your quests and they joined you. But one thing I did like was that you got to chagne your party.

Yeah, it allows you to specialise to your play style.<p>That's why I prefer PS2 to either PSIII or PSI.<p>BTW, I got the original PS2 through the post yesterday and PSIII today! I'm so happy!
